About Dr. Herm Davis

Dr. Herm Davis, President of the The College Financial Aid and Counseling Services (CFACES), is a nationally recognized authority on financial aid resources for higher education. For over forty years, Dr. Davis has been in the field of financial aid and scholarship information for higher education. His expertise has been a valuable resource to those he counsels in his private practice as well as programs through National College Scholarship Foundation (NCSF). Dr. Davis served for eighteen years as Director of Financial Aid at Montgomery College in Rockville, MD, before leaving to devote all of his time to financial aid counseling and scholarship information management. Dr. Davis is the founder and developer of the College Aid Sources for Higher Education (CASHE), a computerized Financial Aid Scholarship System.

Memberships

Dr. Davis was appointed by Maryland governor, Harry Hughes, to serve on the Maryland State Scholarship Board from 1978 to 1982. He has served as president of the DE-DC-MD Association of Student Financial Aid Administrators and as Vice President of the Eastern Association of Student Financial Aid Administrators (EASFAA). He has served on the National Association of Financial Aid Administrator’s National Council. Dr. Davis is a member of the National Association of Financial Aid Administrators (NASFAA), the National Association of College Admission Counselors (NACAC) and past Chairman of the Greater DC Metropolitan Elks Scholarship Program. He presently serves as Financial Aid Advisor to the Red River Valley Fighter Pilots Association.

National Activities

National activities in Dr. Davis’s past have included: being elected to the National Council of the National Association of Student Financial Aid Administrators (NASFAA); membership on the “Blue Ribbon” Advisory Board for the Associate Commissioner’s Institutional Federal State Consulting Committee; training activities for the United States Office of Education; and consulting activities for the College Scholarship Service. When the Basic Education Opportunity Grant Program (now called Pell Grants) was introduced, Dr. Davis was selected by the U.S. Department of Educationto be a national trainer. As a national trainer, he was responsible for educating high school and college counselors regarding the new program.

The Chronicle of Higher Education, July, 1992 – An article published in the Chronicle communicated Dr. Davis’ work in the field of financial aid and development of the CASHE Financial Aid Resource System.

The NAACP of Montgomery County, MD, June 25, 1991 – Dr. Davis was presented with the NAACP Presidential Award for promoting the higher education of Afro-American youth by providing helpful information. Dr. Davis conducts a series of workshops annually regarding opportunities for obtaining college financial aid for minority students and families.

The American Legion Citation of Appreciation, May, 1993 – was given in recognition and sincere appreciation of outstanding service and assistance which contributed to the advancement of the American Legion programs and activities dedicated to the advancement of youth in this country.
Distinguished Service Award, October, 1996 – was presented to Dr. Davis by the DEDCMD ASFAA for his outstanding service to the organization and the profession. A “Lifetime Membership Award” was included with this honor.

Workshops

Montgomery County Public Schools [MD] – Financial Aid Advisory Service for Students in the English as a Second Language (ESOL): Dr. Davis volunteers his time and expertise in assisting these students in applying for financial aid. Since the inception of the program in 1989, Dr. Davis has been instrumental with these students in receiving over three million dollars in college aid.

Hispanic Alliance of Montgomery County – Financial aid workshops are provided for the Spanish families of Montgomery county and are co-sponsored by the Montgomery County Public Schools, and the Spanish Alliance as a community service with Dr. Davis as the seminar presenter. Dr. Davis contributes his time and knowledge on a voluntary basis and has participated in this program for over seven years.

College Financial Aid Workshops – Public and private high schools in metropolitan Washington, DC invite Dr. Davis to conduct these seminars at over 40 locations for high school junior and senior families as a community service.
